- The Payment System Operator:
The Institutions who want to carry out services as Payment, Settlement System Operator in pursuant to Law No. 6493 must fulfil the conditions defined by Law and the Regulations then to apply the Central Bank of the Republic of Turkey (CBRT) in order to obtain the license for payment, settlement system operators.

The license which gives right to provide payment services besides issuing electronic money is one of the most extensive licenses under the Law No. 6493.
