In practice, how rare is it for the custodial parent to be allowed to relocate internationally/interstate?

As mentioned above, the location of the parents does not affect the decision of the Court and the Court does not prevent the custodial parent from relocating the child. The most important point is the welfare of the child but the decision should not restrict the right of the non-custodial parent to see and have a relationship with the child.
